    Federal Heath Care Reform: Update and What is Yet to Come

    Patient Protection and Affordable Care Act (H.R. 3590) was enacted on 3/23/10, and its companion bill, the Health Care and Education Reconciliation Act (H.R. 4872) was enacted on 3/30/10.  Together, these two bills constitute the new “Federal Health Care Reform Law” or now commonly referred to collectively as the Affordable Care Act (ACA).   This session will highlight the four key interrelated components: 

    • Market reform affecting plan design or administration

    • Individual responsibility provisions

    • Employer responsibility provisions
    • Revenue raisers and other provisions

     This session will focus on the near term impact since there was a flurry of releases from HHS at the end of 2010.   The majority of the presentation will focus on key issues for the future. 

    Kerry N. Smith, SPHR, CEBS, Senior Consultant

    Kerry Smith is a Vice President & Senior Consultant for Wells Fargo Insurance Services USA, Inc.’s Health & Welfare practice in Richmond, Virginia specializing in health and welfare consulting for mid to large size clients.Over the past 17 years, she has worked with many public, private and governmental employers on various tasks as competitive marketing and analysis, renewal analysis, funding options and levels, cost analysis, strategic planning, program design, ancillary products, wellness programs, voluntary benefits, executive benefits and compensation.

    Kerry received her Bachelor of Science degree in Psychology from St. Andrews College and pursued her doctorate at VCU.  She earned her Certified Health Consultant degree in 2001.  In 2007, she earned both her Certified Employee Benefit Specialist (CEBS) from the International Foundation and the Wharton School of the University of Pennsylvania and her Senior Professional in Human Resources.  Kerry is a Past President for Richmond Human Resource Management Association (RHRMA) and a past board member of Virginia Healthcare Human Resource Management Association (VaSHHRA).
